The legislature has approved $1.2 million in funding for a new office to be known as the Office of Economic Opportunity.

House Bill 600 provides a partial or full property tax exemption for electricity generation equipment for non-commercial use. The exemption terminates at the end of 2004.

The legislature passed a measure granting a temporary property tax exemption for new generating plants that offer half their net output at cost-based rates for 20 years. A facility taking the exemption would pay local impact fees instead.

Another bill provides a five-year property tax exemption for new generation facilities powered by an alternative, renewable energy source and with nameplate capacity of less than one megawatt.

Bill 243 renews power utilities' ability to negotiate electric rates for large economic development projects. Rates, tolls, rents and other charges for a commercial or industrial customer can be effective for no more than five years and cannot be less than the cost of supplying such services.

The legislature has approved an additional $2 million for the Dept. of Economic Development to use for customized job-training assistance.

New Jersey

New legislation exempts vehicles carrying construction materials from certain regulatory procedures, such as sand, gravel, clay and clean fill, which should cut costs and red tape for companies doing business in the state.

Small businesses in New Jersey gained some tax relief with the phase-out of the two-percent corporate level tax on the regular income of S corporations (75 or fewer shareholders) in excess of $100,000 and the elimination of it for those with income below $100,000.

Legislation signed in July establishes funding for basic skills training as part of the "Second Chance System" Workforce Literacy Program.

Another bill closes a gap in the administration of taxes imposed on the owners of limited partnerships and limited liability companies.
