Legislature tackled smart growth in a special session. Compromises were reached on what's allowed within growth boundaries drawn by cities and counties.

Created a commission on taxation to review the current system of taxation by state and local governments.

CAPCO - Certified Capital Company economic development program for new and growing businesses. $200 million of the program is earmarked for investments in rural areas.

Created the Colorado Rapid Transit District to study rapid transit, also part of the bill calls for state impact fees after 2003 for regional transportation and schools.

Connecticut

A new Brownfields and Information Technology Financing Program issues bonds on behalf of towns for brownfield projects statewide and for information technology projects in targeted areas.

The legislation earmarked $10 million from the Connecticut Bond Commission for Connecticut Innovation Inc. - designed to encourage biotech growth for expanded and new high tech labs in Connecticut.

State designated new industry cluster - Connecticut Maritime Coalition, which includes fishing, manufacturing and water transportation.

Legislature enacted a new IT training grant for IT professionals funded by the state.

State will use a percentage of the Accommodations Tax to increase the Economic Development Funds.

New Brownfield legislation provides $50,000 for investigation and rehabilitation of brownfield sites. Up to $1 million is available annually for grants.

Delaware Assistance Program was launched last year. Program gives businesses a 50 percent tax credit on direct investments into urban and rural community based non-profit organizations and their projects.

House Bill 1193 helps recruit and retain talented teachers.

Eliminated emissions testing on automobiles - will save Florida taxpayers $52 million in the next year.

Awarded 15 Florida communities grants under the Toolkit for Economic Development Program. The program is designed for areas of the state that have not benefited from economic expansion and growth.

In June, the state launched www.eflorida.com, a Web site sponsored by Enterprise Florida and designed to attract and retain high-tech industries in the state.

Education Reform Initiative includes $486 million for new school construction and the end of social promotion.

The Georgia Technology Initiative will build a state-of-the-art statewide communications network that will connect the state and will aid in economic development in rural Georgia.

The Georgia Cancer Coalition - a statewide network of cancer treatment and research centers. The initiative will cost $800 million over the next five years, with part of the funding paid for with tobacco settlement funds.

Amended the BEST Tax Credit Program to clarify requirements and increase tax credit values.
